SENEGAL : From pre-election uncertainties to the advent of Bassirou Diomaye Faye Spécial

The political crisis that erupted in February 2024, following President Macky Sall's decision to unexpectedly postpone the presidential election, led to a series of demonstrations across the country, with clashes between the forces of law and order and demonstrators in several regions of the country, particularly in Dakar. 

Faced with this escalation of social tension, the Constitutional Council decided to invalidate the postponement and, at the same time, ordered President Macky Sall to comply with the original electoral timetable by holding the presidential election as soon as possible. This decision, welcomed by a large part of the opposition and civil society, was seen as a step towards the restoration of democratic order, even if there is some skepticism that the Council did not take the lead by setting a date itself, leaving the reins once again to President Macky Sall, who is accused of stalling.

Indeed, the Head of State continued to maintain uncertainty as to the date on which the election would be held. This ambiguity prompted further criticism from many political and social players, who demanded that the electoral timetable be respected, and that the election be held before the end of his term on April 2. 

At the same time, civil society movements such as Aar Sunu Élection (Protect our election, in Wolof) organized a major nationwide demonstration on February 17, with thousands of Senegalese taking to the streets to demand that the electoral timetable be respected. 

Against this backdrop of crisis, the Senegalese government adopted a draft "general amnesty law" for acts relating to political demonstrations that took place between 2021 and 2024. This measure was presented as a means of fostering national reconciliation and promoting political stability in the country. Aïssata Tall Sall, Minister of Foreign Affairs, spoke on this subject at the 37th summit of the African Union, stating that 344 detainees had already been released in Dakar, and that 200 were awaiting release. 

On February 26 and 27, a national dialogue initiated by Macky Sall was held in Diamniadio. The initiative was far from unanimous, as it was rejected by 16 of the presidential candidates, as well as by the "Aar sunu élection" collective. After the June 2 proposal was rejected by the Constitutional Council, the March 24 proposal was finally validated. 

Despite doubts about the actual support of certain members of the presidential party, a meeting confirmed support for Amadou Ba's candidacy. The release of Ousmane Sonko and Bassirou Diomaye Faye sparked celebrations in the streets of Dakar, following the promulgation and application of the amnesty law. In the final days of the election campaign, candidate Habib Sy threw his support behind Bassirou Diomaye Faye, strengthening his position. The final campaign rallies, including the one held in Mbour by the Diomaye 2024 coalition on Friday March 22, marked the end of this intense period. 

Bassirou Diomaye Faye's first-round victory in the Senegalese presidential election represents a decisive turning point for democracy. He, who until recently was in prison, embodies a determined opposition and a desire for change that meets the expectations of many Senegalese. In his words: "The Senegalese people have chosen to break with the past". His electoral success is interpreted by many specialists as a break with the old regime and a determination to re-establish national sovereignty, fight corruption and promote a better distribution of wealth. It also represents a democratic renewal in Senegal, where the aspirations of the people and the voices of the opposition seem to have been heard. 

The provisional official results announced him as the winner with 54.28%. The latter was congratulated by Head of State Macky Sall, who "hails the smooth running of the March 24, 2024 presidential election", which he described as "a victory for Senegalese democracy." In addition, Head of State Macky Sall received his successor Mr. Bassirou Diomaye Face at the palace, accompanied by Ousmane Sonko, to discuss issues of state, as well as the handover and swearing-in ceremony to be held on Tuesday April 02.
